Mai Thai right by the waterfront is a good al fresco option. The food is good and comes out fast. The best part is the view of the river, can't beat it.

Chart House would seem to be one of the obvious answers in Old Town since it has such terrific water views, but for a change in pace the outdoor garden at Le Gaulois on King Street is quite lovely in the summertime with its brick walls and flowers.
